It's a malevolent eyeball fear entity on another plane of existence. I don't know how to stop it outside of me just ceasing to exist. And even then, the Archivist is just one manifestation of it. I expect you would have liked my predecessor, though. She's probably more the sort of person you'd get on with. Vicious, shrewd, focused, never panicking. The monsters were afraid of her, not the other way around.
You're making an assumption that it's not whole. Lilith, it doesn't need me. People fear being watched, followed. They just do. Ordinary people who have never been touched by the supernatural. In a place like this where we're all being watched constantly by LIEs? I shouldn't wonder if it was here and feeding well before I was. A part of me wonders if someone at LIEs might not have been influenced by it.
You're not doing anything to the Eye itself when you do things to me. I don't think it can even feel anything like pain. If your goal is to stop the Eye, I can't help you because I have literally no idea how. If your goal is to just stop me? Congratulations. I was already trying to stop before you stuck your nose into it.
If it was here our situation would be worth than it is. It wouldn't need you. You can't stop. You haven't as much as you'd claim so. But you can be stopped, mortal or not as can it. It's not the most powerful entity either.
